York Roman Quarter developer files for administration

UK: Rougier Street Developments, the company behind the Roman Quarter regeneration in York which is set to include an 88-room aparthotel, has gone into administration.

Rougier Street Developers planned to build an 88-room aparthotel and 153 apartments operated by Beyond Apartments & Aparthotels, office space, and a Roman-themed museum as part of a mixed-use project in the Roman Quarter of York.

The scheme, delivered in partnership with York Archaeological Trust (YAT), was granted planning permission in October 2022. Beyond was working with developer North Star and investment partner Vengrove to build the apartments.

Earlier this year, Rougier Street Developments placed the site on the market. The 0.7 acre plot includes the Northern House – which Rougier Street Developments owned – as well as Rougier House, Lendal Arches and Society Bar. However in May last month, Rougier appointed administrators.

YAT said that plans for the site could still move forwards if it was sold to an organisation which wanted to proceed with the redevelopment.

David Jennings, chief executive officer of YAT, said: “This is disappointing, and the future of Northern House is now in the hands of the administrators. It is possible that its new owner will want to pursue the current scheme for the wider site with the owner of Rougier House and Society, and we would still want to be involved.”

A spokesperson for North Star said: “We are extremely disappointed and saddened that Rougier Street Developments Ltd have encountered financial difficulty which we believe is due to the challenging economic climate. Our team will continue to monitor the situation.”
